The Principal Technical Advisor (PTA) provides high level guidance on pharmaceutical management strategies and frameworks to be adopted by SIAPS. S/he leads and provides technical guidance and ove! rsight to the design, planning and implementation of SIAPS program activities ensuring their contribution to overall program results. Specifically, s/he shall be responsible for supporting technical team leaders in the development of adequate strategies and approaches to implement interventions for strengthening pharmaceutical management at the global, regional and country level. The PTA participates in the capacity building and mentoring of Technical Advisors and Technical Associates ensuring that their technical work is of the highest quality and is incorporating latest knowledge and practice. The PTA works closely with other Principal Technical Advisors and Portfolio and Health Element Managers to identify opportunities to use new and existing tools, apply evidence based solutions an to disseminate best practices.
Specific Responsibilities
1. Provide technical support to technical leads for the development and/or review of technical approaches and strat! egies for strengthening pharmaceutical management in SIAPS cou! ntries and portfolios.
2. Provide support to portfolio managers, health element managers and field office staff to design, plan and implement interventions that are appropriate for the country/portfolio context while being compliant with the SIAPS technical strategy.
3. Oversee and/or support the implementation of selected pharmaceutical management technical assistance activities ensuring adequate implementation and that their products and deliverables meet quality standards and clearly contribute to SIAPS intermediate results
4. Participate in quality peer reviews for program technical strategies, plans and deliverables in selected areas of pharmaceutical management
5. Participate in the delivery of capacity building activities including those targeted to internal technical staff in selected areas of pharmaceutical management including periodic staff mentoring.
6. Support technical leads in the design or review of technical tools, concept papers, flyers! and key publications. Also assist with the development and review of operations research protocols and facilitate sharing of technical approaches across SIAPS countries.
7. Collaborate with the Systems Analysis and Software Products Unit, provide guidance and support for the development, review and implementation of appropriate electronic and/or paper based tools, and appropriate pharmaceutical management information systems to facilitate evidence based decision making to support pharmaceutical management interventions.
8. Collaborate with the Capacity Building and Performance Improvement Unit to ensure the appropriate development and delivery of capacity building programs in line with the CPM approach
9. Collaborate with the Monitoring and Evaluation Unit to support the implementation of the SIAPS M&E strategy
10. Facilitate the coordination of SIAPS pharmaceutical management initiatives with key partners and collaborators.
11. Serve as a technical rep! resentative for MSH, CPM and SIAPS in selected pharmaceutical managemen! t events and meetings such as with USAID, WHO, other donors and collaborators.
12. Contribute to the business development of CPM and participate in the development of proposals as needed.
Qualifications
1. Graduate degree in a health-related field with specialized training and/or experience relating to Pharmaceutical Management required; physician, nurse, or pharmacist qualification preferred.
2. Significant relevant experience in areas directly related to pharmaceutical management such as pharmaceutical policy and finance, pharmaceutical regulation and systems, pharmaceutical procurement and supply chain, or pharmaceutical services in developing country context required.
3. Relevant experience in international public health with experience in pharmaceutical systems strengthening strongly preferred, particularly those related to the implementation of reproductive health, MCH, HIV/AIDS, Malaria, TB prevention, care, and treatment programs in dev! eloping countries.
4. Experience with public health programs supported by bilateral agencies such as USAID and international agencies such as WHO and World Bank preferred.
5. Demonstrated competence to assess priorities and manage a variety of activities in a time-sensitive environment and meet deadlines with attention to detail and quality.
6. Excellent writing and presentation skills in English are essential.
7. Proficiency in French or Spanish is desired, as are languages of other USAID-supported countries.
8. Ability to travel internationally and domestically as required to support the progress of program activities.
